USNI News reported that lawmakers on Thursday (12/19) unveiled bipartisan legislation to reform the commercial maritime and shipbuilding sectors so the U.S. can better compete with China. The Shipbuilding and Harbor Infrastructure for Prosperity and Security for America Act, also known as the SHIPS Act, would stipulate the creation of a national maritime strategy and a maritime security advisor who would sit on the White House National Security Council.
